Job Description
Under the direction of Enterprise Information Technology leadership, the Project Manager is responsible for the ongoing assessment, design, development, implementation, support, and ongoing maintenance of corporate-wide clinical systems. Serving across the IT teams within EITS, the Project Manager manages and directs the collection and transformation of large quantities of information into meaningful business requirements; development and modifications of requirements documentation for the design, implementation, ongoing support and maintenance of clinical information systems; critically evaluates information from various sources, distinguishes user needs from actual business needs and partner with business users, project managers, programmers, consultants and IT leadership in optimizing the scope, benefits and risks of actual and proposed projects as well as assists in managing stakeholder expectations. The Lead Technical Analyst is responsible for developing, documenting, and implementing the internal procedures, collecting and preparing information for inter/intra-departmental distribution that will be used in conjunction with application teams and/or third-party vendors. The position has a broad scope that includes enterprise-wide clients and technical projects.
Duties & Responsibilities
- Create systems and perform quality control throughout development and after to maintain the standards expected to support day-to-day operations
- Analyze and document business requirements and processes; communicate requirements to technical personnel through the construction of basic conceptual data, process models and flowcharts, and technical specifications.
- Interview end users, stakeholders, and project sponsors in order to assess business and clinical needs; create business, functional, and technical requirement documents based on captured data and in accordance with departmental protocol/standards.
- Convert information gathered into details including data sources, data, and user types, interface components, interface navigation needs, reporting needs, and administrative system needs.
- Define external interfaces, constraints, quality issues, and other non-functional requirements.
- Train and support systems and users of systems
- Working with application owners, validate and enforce standards for required documentation such as disaster recovery documentation and application runbooks, etc.
- Project management of enterprise-wide changes and upgrades impacting CIS applications and special projects within CIS
- Create and maintain accurate schedules entailing milestones, start and end dates, dependencies and resources and adhere to deadlines
- Delegate tasks on the project to staff best positioned to complete them
- Plan, organize, facilitate, and lead meetings and workgroups as well as oversee and execute follow-up activities
- Provide the project management team with identified risks, concerns, and ambiguities discovered during the gathering of requirements; assist the team in developing solutions
- Plan, coordinate, and support testing and subsequent deployments in coordination with other team leaders
- Develop and execute project presentations
- Perform end-user and application support functions including problem-solving and resolution of application function defects. Provide systems and application training.
- Provide training to and serve as a mentor for Junior Clinical Business Analysts and/or other appropriate project team members; manage and evaluate work products for assigned team members.
- Participate in the development of various departmental training initiatives.
- Participate in special projects as needed and performs other duties as assigned
- This role is approximately 80% remote and up to 20% on-site. The selected candidate must be able to come into the office to perform required work within 48 hours. This may be subject to change.
- Due to the responsibilities of the position work beyond regularly scheduled hours is required
Minimum Qualifications
1. A Baccalaureate Degree from an accredited college or university with a major in Computer Science, Systems Engineering, applied Mathematics, Business Administration, Economics/Statistics, Telecommunications, Data Communications, or a related field of study; and
2. Five (5) years of progressive, responsible experience in the field of data processing, computer systems and applications.
Operations Specialty requires supervisory experience (5 years).
Network Services requires a telecommunications background and experience.
3. Broad knowledge and expertise in the characteristics of computers, peripheral devices, communications systems and hardware capabilities, programming languages, E.D.P. applications, systems analysis methodology, data management and retrieval techniques; or
4. A satisfactory equivalent combination of training, education and experience.
Department Preferences
